You will report to regional head of legal, risk and compliance and work alongside the Senior Risk and Compliance Manager, the wider Group LARCC team, Sales & Marketing (including onboarding) and Operations to ensure the continued success of the Company’s provision of services in Singapore.

- Ensure compliance with the Singapore legal and regulatory requirements for the business by formulating compliance management policies and internal controls that are clearly communicated, understood and implemented.
- Facilitate compliance with matters relating to regulatory and industry body requirements, with a particular focus on regulatory compliance, licensing, risk assessment and reporting.
- Ensure adequate compliance controls are set in place for the company and its clients and ongoing monitoring to ensure effectiveness.
- Keep abreast of all regulatory matters and act as compliance officer to ensure management is fully informed of current, new or proposed legislation that affect business activities.
- Ensure high quality reporting and risk and compliance business partnering support is provided to key stakeholders.
- Regulatory gap assessment and issue remediation, including planning and assisting in communication with regulators.
The key services that you will provide to the company include:
- Draft, review and update existing policies and procedures to ensure adherence to regulations, guidelines, standards and Perpetual policies;
- Assess new regulations and perform a gap analysis to assist with implementation;
- Advise on laws, regulations, licensing requirements and operations as well as risk management principles.
- Advise on relevant MAS regulations, licensing and implications on company policies including outsourcing, technology risk management, cyber security, conflicts of interest, information barriers, insider trading and market abuse and conduct;
- Implement and conduct controls and sample testing and ensure all risk events will be managed and escalated where necessary;
- Execute and enhance Perpetual’s Controls Assurance Program delivering continuous improvement of Perpetual’s control environment;
- Provision of risk, compliance and control related support and advice to business unit initiatives and projects, including some participation in working groups, independent assessment of risks and the adequacy of controls, as well as response to business queries;
- Ensure all new client relationships have undergone the appropriate document review, client identification screening and risk assessment prior to onboarding and entering into transactions;
- Ensure all existing KYC documentation and information is updated and validated correctly on a periodic basis, risk assessments are completed and necessary escalation is performed;
- Conduct ongoing monitoring, due diligence and reviews on clients, transactions and outsourced service providers, including enhanced due diligence;
- Play an active role in the identification, investigation, escalation and reporting of suspicious activities and transactions;
- Assist with the ongoing review, maintenance and development of key risk and compliance documentation including FATCA/CRS review/reporting and risk assessments;
- Provide updates on Notices / Circulars / Guidelines received from various regulatory bodies and Group;
- Development and provision of risk and compliance training initiatives to business unit staff on relevant topics to help strengthen understanding of key processes and roles/ responsibilities;
- Liaise with internal & external auditors with the ability to provide process walkthrough and assist in routine and ad-hoc queries from regulators.
To be considered for this role your background will include;
- Degree or degree level qualification;
- Have at least 5 years of working experience, with at least 3 years in a legal/compliance/risk/internal audit position. Relevant experience with a global financial institution, particularly in trusts / fund management and financial advisory is an added advantage;
- Excellent technical knowledge and understanding of the regulatory environment in Singapore applicable to capital markets intermediaries and financial advisors;
- Effective and clear communication; comfortable and confident in facing different stakeholders at senior levels;
- Strong attention to detail and analytical skills, with an investigative mindset;
- Strong planning and organisation skills, including regulatory change management;
- High motivation for risk and control, with a positive can-do attitude;
- Strong reporting skills and comfortable with Microsoft Office;
Preferred Skills
- Singapore/common law qualified lawyer or accountant preferred (but not essential);
- Capable of leveraging technology to implement efficiencies and provide useful reporting and data analysis;
- Experience in AML/KYC including onboarding and periodic review;
- Experience in trusts, funds, asset management and financial advisory; and
- Experience in FATCA/CRS reporting.
